Asking for Advice for a Friend

So my friend is a little tired of Virgin Media's price rises and they are considering switching to another provider.
However course the problem is they are on Virgin Cable and would need to pay the connection charge. So I'm trying to help them figure out costs but I'm confused too.
I know they need to £65 to BT for a new line connection so there is a start. Now they don't particular want a phone package. But can they get the unlimited Fibre package, does the price of £17.49 include line rental? I can't tell from the website easily as it says something like £17.49 p/m + Line rental with no price mentioned of it.
So my question is...
Can they opt out of paying anyone a phone package and go broadband, phone line rental only with plusnet? And is the price only £17.49 p/m then?

You will always have to pay for the phone even if no calls are included
From the Plusnet main page https://portal.plus.net/home-broadband/
I can't see where the problem is as the phone price is clearly shown
Also if you go to the Fibre page https://portal.plus.net/home-broadband/fibre/ you get the same thing.
However I think that you may be looking at the Broadband Only prices https://portal.plus.net/home-broadband/fibre/broadband-only/ but in that case you have to pay someone for the line rental on a BT line which doesn't need to be Plusnet

Which is my confusion. What is the line rental to plusnet on a broadband only package? And can plusnet also install the line for him or does he have to go through BT?

On a broadband only package you don't have the line rental with Plusnet but with another supplier (non LLU)
Plusnet will only install the line if you take the broadband and phone as the line installation is a phone service related action not a broadband service
