The point is, for ibeacon and passbook to be useful, this is how it needs to work.
And if you think ibeacon is the only way your iOS or Android device is capable of being tracked then the author of the article is very naive.

Not to be seemingly taking side(s) with the author
she might of been sticking to the point, & not going off an a tangent by dragging old news into the report

Look at the actual verb for the word needs

What happens if it is a family emergency, or urgent support to keep client(s) ticking over, so one can pay the bills, et al
