The scale of the graph expands with your usage so when you get to 8GB you will see another figure in its place. Assuming you are on a product with unlimited usage then this does mean unlimited so you don't have to worry.
The split between peak and off-peak is historical as previous products had unlimited usage between Midnight and 8:00am but were limited outside these hours. It has no relevance for current products.
