In regards to the 'manager being on holiday' it seems that who you spoke with, his manager was actually on holiday. It would make sense to pass your details to another manager and not explain it the way they did to you.

Thanks for that - the engineer visit worked (he found an additional fault (as well as the phones) that had been left but rectified it).  Now seem to be getting a good service (and I can make phone calls!)
It would be good if you could follow up the call centre - I was a bit curious as I think  we spoke to at least two different people and the response was similar.  As you say it would make sense to pass the request to another manager rather than frustrating the customer with either the "do it yourself" option or what feels like stalling.
