Since it's a very popular speed testing service I would recommend PlusNet add a dedicated host to their pool which we would automatically connect to and find our true speeds since peering would be avoided/minimised.

PN used to host an Ookla speedtest at www.mybroadbandspeed.co.uk.
The server could not cope with the mass take up of FTTC services & gave erratic results.
Looking at www.mybroadbandspeed.co.uk this morning, it looks like PN are only hosting the Ookla front end and offloading the speedtest traffic to other servers.

Quite surprising an ISP couldn't handle the traffic. The www.mybroadbandspeed.co.uk website appears down for me too, and PlusNet's documentation says to tests speeds at www.speedtest.btwholesale.com but that doesn't work since Flash is disabled in my browser, just like it is for most Google Chrome users now.
