Thanks Kevin for taking time to study figures I have so far posted, right, let me try to start and work my way through the questions you ask.
Quiet line test. sounded nice and quiet, with crisp, clear voice.
The actual phone does not get used that much, but since the last engineer visit, has been clearer than previously, though there has been a couple of times noise on the line was heard.
The engineer fitted a MK2 front onto the box that has the master socket (NTE5). This has separate sockets for the phone and router, so a filter is now not required.
The box that has the master socket was newly fitted by a previous engineer visit within the past year.
I have used about 4 different filters, 3 different routers, and 2 phones (not all at the same time of course) prior to this recent addition to the box, filter plugged into master socket for weeks/months at a time.
There are no extensions used, and current phone in use is a corded one.
Prior to the past year or so that I have had slow speeds, I was used to speeds around 4 - 5, which I thought was quite good for the location.
Hope this info from my side helps, if any further info is required I will try to post before I leave tomorrow, otherwise it may be just over 4 weeks before I could retrieve any data from the line or router.

Hi Neil,
Seems that everything which can be done at your end has been done. Just to clarify your comment above - this was the 17070 option 2 test? It is the silence between the "quiet line test" announcement which needs to be checked.
The fact that noise has been heard a couple of times might point to a residual intermittent audible noise issue. Can you please keep a watch on the line noise - when using the phone and at various other times.
We really need CRT input on this. The stats do not "stack up" for my understanding of how this all works - that might point to something to be explored. Something else I have thought about is that your exchange could be suffering congestion which is another explanation for poor data speeds. My focus had been on examining the raw SYNCH speed, as that is the foundation for improving DATA speeds.
Can you please post router stats before you leave tomorrow?
One other thought (I really dread when it gets to this) is the possibility of REIN! This is interference from electrical noise - it can come for a multitude of devices and its presence is identifiable by close monitoring of the SNRM figure.
If you feel up to doing some real diagnostics, could you please download RouterStats from here - http://www.vwlowen.co.uk/internet/files.htm and configure it as per the guidance in this thread - http://community.plus.net/forum/index.php/topic,128606.msg1122269.html#msg1122269 ; If you do do this, can you please post some of the graphs before you leave?
