It's most likely A/B testing with some customers getting one homepage and others getting a different one.

Commonly used pretty much everywhere to test the performance of changes.

i dint see any mention of the Upload speeds , yes it says up to 38 download speed on the home page still no sight of upload Angry

Plusnet needs to update its homepage to reflect present needs !
