I have had an email from my contact at BT Wholesale confirming the profile change has been submitted.  This can take a few hours to complete in full.  I will check this for you again in the morning.

Thanks Alex. I ran an informal speedtest and I'm still getting 1.6mbps

Checking your line this morning I can see the profile has still not changed over as of yet.  I re-requested the profile change and had a reply confirming that this was complete.  Again the line test was still showing your line as banded between 1Mbps and 3Mbps. 
I have asked the agent at BT Wholesale to check your circuit on a more advanced faults testing system to manually force the profile change through.  Looks like the banded profile is stuck in place.  I'll get back to you later today as soon as I have any further information.

I have updated your support ticket.  Looks like we need to go down the engineering router as the sync rate is still very low with the banding removed.

I have checked the engineer notes and can see that the Exchange Side or E-side cabling has been changed.  This has improved your sync rate to 4480kbps.  With this sync rate you should see an improvement from IP profile of 2000kbps to 3500kbps over the next 72 hours.
As the sync rate is at 4480kbps this takes you over the ADSL2+ estimate for your line which is 3500kbps.  Please monitor your connection and let us know if you don't see the update in speed.

Plusnet tech support tells me I have an estimated linespeed of 2mpbps which is news to me
My router profile was somebody else's name and password for some reason which was confusing things and which has no been changed
The engineer tells me it's 9mbps at the exchange, 6 coming into the house and 4.9 at the extensions
I've started to notice some improvement; we're up to 3mbps.

As previously mentioned it is now simply a case of allowing the IP profile on the BT network to update.  This should update to 3500kbps if your line remains stable at the current speed and should happen over the next 72 hours.
