Engineer No Show and willing to Cancel the Contract

Hi,
I've been on Plusnet over the past year and everything gone ok...
On 15th of July i've requested to move the service to my new home address..
on 22 th i received the mail from Plusnet about the new contract condition and i was in doubt if cancel my " moving " and leave plusnet or not since i don't like the new conditions...
anyway i decided to go ahead and have  atry.
They first book me an appointment with the engineer for 22th of June, then they cancelled it just 3 hours before.
Then they fix a new appointment for Today, 10th of august.
I took another time half day off from work and NO BODY show...
Now i' really upset and want to cancel my order.
do you know if i will have panlty fees?
i think that i can cancel anyway, also if is a new contract, if i'm before the 30 days from receiving the mail about the new costs?

The engineer's notes haven't come through yet. I'm leaving this comment as a placeholder, and I'll check up again later for you to see what's happened.

could you please also confirm that if i want, due to the change of products, i can leave and cancel the contract at no penalty costs?
