Why doesn't Hub 1 save access control settings?

This is getting pretty annoying now. I add devices, the time controls, check the 'permanent' box, and hit apply, but about 5 mins later, either all the devices have been deleted or some of them.

Why is the interface so poor? And is there a solution to the problem?
