Plusnet Hub One upstairs - TV with RJ42 connector downstairs

I would like to use a spare TG582n router downstairs, adjacent to the TV, and make a wired connection between the TG582 and the RJ42 socket on the Panasonic TV. And make a wireless connection between the routers.

Is this possible? and if so, where can I find a set of instructions?

No, is the simple answer.  The stock firmware on TG582n doesn't have that capability, and there is no open source firmware for it (DD-WRT, Tomato, OpenWRT).

You haven't said what is the model of your main router, but I would suggest trying a pair of powerline adapters if you want reliable streaming to your TV.
