Internet intermittent: Router or Plusnet?

My internet connection has been intermittent for the last week and full drop outs yesterday and today. Diagnostics all pass except "Ping default gateway".

Does any of the information below indicate a problem with the router, my settings or Plusnet?

I have ADSL using TP-Link TD-W9970 v2 (firmware 0.9.1 0.2 v0076.0 Build 170919 Rel.61201n). I've reset modem to factory default. It establishes DSL fine and appears to work. I disable wireless as I use four Cloudtrax Open Mesh access points (3 wired as gateway, 1 as a repeater). The problems are the same if a single PC is used with ethernet connection.

DNS server is default 0.0.0.0 but I don't know if that matters. It says optional.

I'm on pppoe_0_38_0_d. 

At command line (whether connected by cable or wireless):

ping 0.0.0.0 returns "PING: transmit failed. General failure."

ping 192.168.1.1 returns "Reply from 192.168.1.1: bytes=32 time=3ms TTL=64"

ping 8.8.8.8 returns "Reply from 8.8.8.8: bytes=32 time=45ms TTL=116"

The Gateway is set to 172.16.15.174. Pinging this returns "Request timed out"

The DNS is set to 212.159.6.9 212.159.6.10.

Pinging 212.159.6.9 returns "Request timed out" 3 times and one reply "bytes=32 time 1331ms TTL=60"

Pinging 212.159.6.10 returns "Request timed out" 4 times.
