Erm, I'll say yes you can, BUT I'm not sure how you'd tweak the nighthawk as I've never had one to play with!!
You can't connect 2 routers to one phone line.
But
You can run one in the phone line, then as I said connect router1 via ethernet to PLA1 - PLA2 via ethernet to router2.
You connect the ethernet cables from one ethernet port on each router.
I have 2 router here atm, one downstairs and one upstairs (connected via PLA's too)

Bare with me please, So I plug the PN1 back to original setup downstairs.
Take netgear upstairs and use Ethernet cable to connect to laptop and configure it for a repeater.
Then take repeater upstairs and use Ethernet from PLA to repeater or is it wireless?
I have 3 PLA's one by the router itself and the other 2 upstairs connected to kids PS4's, once I take one of the PLA's off the PS4 and use it on netgear repeater, can I use the lan ports at the back of repeater to attach to ps4's, or would that be disabled?

Yes and no!
Try this:
PNH1 into phone socket downstairs and plugged in
(You mentioned powerline earlier) So powerline into the same mains socket as the PNH1
Connect the PNH1 using any of the rear 4 ethernet ports into the powerline next to this router.
Run/walk/dance upstairs with the NHawk and the other powerline adpater
Plug the powerline into a mains socket, grab another ethernet and stick in the NHawk.
Plug the NHawk in, turn off DHCP and it should be good to go.
If you do it right, you'll have the PNH1 filling downstairs with wifi and the NHawk doing the same upstairs.
If one or the other is better in a particular location, then jump to that. eg my PNH1 downstairs doesn't reach my kitchen (also downstairs) but my upstairs BTHH reaches the kitchen better, so I drop from the weaker and pick the strongest wifi.

Will the lan ports be available on the netgear to attach devices or will it only be used as a wireless

Yes they will!!
So, if it has 4 ports, 1 goes to PLA, leaving 3 to do with what you want

OK don't read the Nighthawk manual and set it up in the (probably) preconfigured AP mode. I give up.

Your a star! You mentioned just turn Connection Type from pppoe to disabled. Is that it?
How do I know if I'm connected to netgear wirelessly?
I have dd-wrt installed on netgear, Setup - Basic Setup - Wan Connection type = PPPoE
So I disable that and connect Ethernet from PLA to netgear, easy as that?

You'll know, if you connect to it and nothing loads, it kinda highlights something isn't set up right.
You want the main (PNH1) router controlling it all, the NHawk just 'extends' the wifi and ethernet.

Managed to get netgear running via PLA Ethernet upstairs, lan only, but couldn't get it to set up wirelessly. Looked through dd-wrt sites and followed instructions but no joy.
So netgear back downstairs and back to square one with chronic 2.4ghz download speeds.
Symptoms are like when your line is set to receive 45mb but it's capped to at lower speeds only on 2.4ghz download only, Upload is fine & 5ghz too.

I can't advise about the NHawk.
But if it's just powered up and not connected to the phone line, then if the wifi isn't showing as an option, then there's a setting or config you're missing.
Never used dd-wrt either, so I'm outta options here too I'm afraid

Thanks, only the download is effected the upload is perfect in speedtest.
On start off speed it rockets up and theres me thinking "Yes" its going to full speedtest and stops to 10mb and feels like it wants to go more but doesnt. and ten upload is full as expected.
I cannot get my head around it, its driving me bonkers as I use the 2.4ghz laptop majority of the time.
Just done another test and my upload is more then my DL.

Have you tweaked the laptop - as in given it a static IP, changed it's DNS etc? If you have, go back to auto.
Have you compared other speed tester sites, do they match what you're seeing?
I'd be frustrated too, it doesn't make sense.
With just the PNH1 and one laptop on,with the laptop next to the router, does the speed go up at all?
Clutching a straws here, it's certainly an odd one!!

No tweaks on laptops - No DNS - speedtest, fast, thinkbroadband and btwholesale test all similar downloads speeds on 2.4ghz - 2.4ghz over router 15mb dl 5ghz over router 31mb.
Just got " No internet secured " on all ssid's, no device working, rang PN 1st guy, I'll ring you back ( No Reply for 30 minutes), rang again PN 2nd guy said I'm new I'll transfer call to another rep. PN 3rd guy said there is a dhcp problem and no IP being picked up. Recommended I turn off everything for 1hr 5min and he'll call back at 8pm.
You couldn't make it up.

This really isn't making any sense.
Ethernet is fine, but WiFi isn't (though 5GHz better)
You've not tweaked your laptop, so kinda rules this out.
Have you unsynced the 2.4 and 5GHz?
The warning message 'no internet secured' might be because you're using antivirus, but doubtful, more so as it's across the board (all devices)
Turning the router off for 65mins actually should renew your (probable) dynamic IP address.
Still baffled!!
