DHCP resets to on Router TG582N

TG582N router which I need to have the DHCP turned off.  When I switch the router off and on again it defaults back on.  So, when I go back in to turn off again it says I have to reboot, so when I do DHCP is on again! I need to turn it off permanently as it is causing issues.  How can I keep this setting off please?
