Blocked packets because of ICMP replay

I see lots of the messages in the logs of 'Blocked 1 more packets (because of ICMP replay). This is causing issues on a selct few devices (1 phone and 1 laptop) but the other devices (2+ laptops 2+ phones) are all working fine. 

I have attached a screenshot of the issue. 

This has been going on for a few weeks now and is very frustrating. I see some other posts with a similar issue but there is not a solid solution and nobody seems to know the cause of this. Lots of packets are being dropped which is causing the internet to run slowly.

UPDATE: Disabling 5GHz Wireless has seemed to stop the packets being dropped and the broadband speed is good. This is not a resolution but may help with troubleshooting.
