Why does a new line installation need to be paid for?

My Mother-in-law is moving into a new property and I'm trying to get broadband set up for her, on checking on the BT Broadband website, the only one-off charge is for delivery of their router, on checking on the Plusnet website, it states:
- You'll need a BT socket before we can get you connected.
- An engineer will need access to your home to install one for you at a cost of £49.99.
- You can choose a preferred installation date before checkout and your broadband will go live on the same day.
Why is this? I'd rather go with Plusnet, but if the above is accurate, then its a deal breaker.

HI @cspiby, thanks for getting in touch
If there are no active lines in the house then an engineer would need to come out and fit a new socket. This would be classed a new line install and they do come with an installation charge of £49.99. That being said, if you'd like to private message me the address as to where your Mother in Law would be moving into, we can look into this further for you.
