Upgrading to full fibre

I have just completed my order to upgrade my plusnet broadband to plusnet full fibre without a phone line. I have now received an email stating that I am moving my phone line to another provider and will have to pay an early termination fee. Is this correct, normally if you are staying with them and upgrading then these fees aren't applied.
