Up and running time?

Engineer came a fortnight ago, fitted router, all work completed in the house, just needed to connect telephone line, but pole too dangerous to climb! He said he'd ordered a hoist to do it, would be done in two days!!! Website can't get anyone to talk to, phone never gets answered!!! Anyone had any similar problems, where do I go from here?
