Start date?

Hi

 

I ordered connection for my new house and got the start date delayed until the completion day however I have now been told that completion is being moved back for various reasons and I need it delayed again. How can I get this done? 

Also once I have had connection created do I need an actual home phone as well as the router? I have no intention of making calls...? Sorry new to all this as it is my first home!!
