@jab1 I think it is similar to a typical council provided service. My mother, when she was living in a group of council old-peoples bungalows, had a similar system.
Its a pretty old system going by this in the manual
SYSTEM PROGRAMMING
A Laptop PC with Windows 98, 2000 or XP lnternet Explorer and a serial data cable is required for all system programming.
Windows 7 Laptops can be used with a MicroSoft application that runs XP mode (only compatible with Windows 7
Professional, Enterprise or Ultimate editions). See the Advent xt Programming Manual (Tynetec Doc No. FM0411).
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

Yep, @MisterW , it sounds ancient, but I was thinking of the type used by Sheffield Council for people who were living in their own homes but may need help - I had one for about six weeks after I was discharged from hospital which called their 'Citywide' alarm service, and had its own 'phone', independent of my FTTP connection.

The exact model is Tynetec ZXT201.
According to the manual, that is the standard intercom unit usually installed in each property. It connects to pull cords, smoke alarms etc and is connected back to the warden by its own network.
You really need to get a definitive answer, from someone who is responsible for your system, as to whether it uses the phone service in any way.

Tynetec | Trusted Technology. Caring For People.
The TYNETEC (LEGRAND) ZXT201 uses a dedicated SIM card for a secure, mobile-based connection to the Tynetec network. While an Ethernet interface and broadband connection are available for other Tynetec units, the ZXT201 itself connects via a SIM for its primary function of providing critical connectivity for a resident through a secure VPN and cloud portal.
This is what my model says

@New_ff2025 that is completely different to the information I found. Which just highlights why you need information from someone who actually is responsible for your system!

the system is capable of being Ethernet based.
but that's just the central station, not each of the Intercom units!.

As I read the document referred to above, the Intercom units are connected via a dedicated (independant) wired network to the central (warden) station, they have no other connection , be it ethernet , PSTN or GSM to the outside world.
The warden station has the option of PSTN and ethernet connection to a remote monitoring facility, presumably for when the warden office is unmanned.

The controller also has a PSTN port!
It needs checking with whoever is on the other end of the alarm.
I would never trust an AI generated response.

Reading the manual in more detail, would I be correct in assuming that this system is designed to monitor a group of properties? These are all connected back to a single controller, presumably located in a warden controlled area? The only connection between this system and the outside world being via the contol unit in the warden controlled area, not individual users broadband connection?

@Baldrick1 that's exactly my understanding from looking at the manual , yes.
