New Account - Delay before enabling Pro & Static IP Add-Ons

I'm a returning FTTC customer, having tolerated Sky for 6 months and bailing after a badly-handled outage.  That outage being the third in two months, generally poor latency and no technical assistance (even a line test, apparently) without their equipment being connected...

When I signed up, I requested the Pro and Static IP add-ons.  The agent told me that I could do this after I'd been activated, via the "My Account" pages.  I've been activated for a week now and I'm still seeing an "Unable to change service" prompt.

How long does this take to clear, usually?  I'd like to set my VPN up.
