We haven't been given a reason I'm afraid other than what's showing here.
Engineering work
Your area is enabled for Superfast Fibre, but you may not be able to order a service because our engineers are carrying out some maintenance on the cabinet that connects your home.
We're aiming to complete this work as soon as possible, so please check back for an update.
Regarding your account billing I've added an update to your support ticket 185789954 which I hope helps.

Thanks @Gandalf, Im not happy paying line rental given ive used 95% of my data this month and not had a full service, as well as spending hours on the phone to try and sort. Can someone contact me regarding this?

I've updated your support ticket emailing you following our conversation.
Will continue to keep an eye on this for you and let us you know what response I receive back from Openreach regarding what work still needs to be done for us to be able to place a fibre order for your line.

Hey @Superdario,
I've received a reply back from the Openreach fibre enquiries team and unfortunately it looks like I only got a stock response advising that the current and estimated completion date for fibre to be available is April 2019 providing that there are no unforeseen issues which may cause a delay.
I'll check back periodically sooner than that and if the service isn't available by the end of March I'll pass this to a colleague to monitor accordingly as I'm on annual leave for the majority of April.
