BT, Sky, TalkTalk, Virgin Media and Zen Internet have joined Ofcom's scheme, which is not compulsory.

...except

Plusnet has committed to the scheme, but has not provided a timescale for when it will begin providing automatic compensation.

But Plusnet is a subsidiary of BT which has signed up to the agreement

BT Retail signed up to the agreement.  Plusnet aren't a subsidiary of BT Retail.  Plusnet are a subsidiary of the BT Group, which BT Retail also are.  Plusnet haven't signed up to this agreement.
