£49.99 line reconnection? Probably no physical installation required...

I have a modern, and relatively recently installed (2017), BT line "Master Socket 5C" in my flat, but have been with Virgin Media for the past year.

It looks like I may have to pay £49.99 to have it reconnected if I join Plusnet? Would it be possible for someone to check?

Reading the price guide here. https://www.plus.net/help/legal/plusnet-price-guide-for-residential-products/#broadband-price-guide my reading is whether the last user of the line was an ISP who was using LLU, in which case the fee is payable or an ISP who used the BT infrastructure in which case it’s free.
