I know its late in the day and I may be a bit muddled but I'm not sure I understand fully what you're asking. Hopefully this will cover it though.
Your referral doesn't need to have an internet connection to get signed up. You can do it for them or with them, ensuring you have their permission of course, or they can telephone one of our sales advisors and do the sign up over the phone. If they do that, make sure they give your username as the referral to the sales agent.
The sales team can be reached on 0845 140 0200 - available all day, every day.
