"Change my Product" doesn't offer me the new up-to 38Mbps Fibre

I'm currently on up-to 80Mbps Fibre unlimited.  Up until yesterday in the member centre I had to option to switch to the lower-cost capped 40GB Fibre service, but today I only see the option to keep my existing product.  Given my sync speed is 35Mbps it seems to be a no-brainer for me to switch to the new up-to 38Mbps Fibre Unlimited.
Is there any reason it's not offered as an option for me in the member centre?

Are you in a low cost Market 2 or 3 area? This offer is only open to people in lucky locations where they is competition.
If you are captive to BT on a Market 1 exchange, you are out of luck. See the samknows.com website and search for your exchange  if you are unsure.

That is not correct - under the legal; bit http://www.plus.net/home-broadband/ Market 1 exchanges are included

I thought only the likes of Sky and Virgin Media allowed easy online upgrades but required a phone call to downgrade, is this a sign of things to come or simply systems not fully updated yet?

The systems are fully updated, w23. Unfortunately in this instance to change the broadband package it would need to be a call to Support.
