moving to property with recently cancelled service

My son is moving into a property where the current people will have just cancelled their isp contract. As I understand it he moves in on the final day of the old residents contract. Can he signup for service from plusnet ahead of his move for the serives to go live on his move in date?

He can do, yes. The likelihood is that the phone line can be activated in 24 hours, and then about 5 working days for the broadband.
