extend my activation date?

So my mum has placed an order for Plusnet and has been given a date for activation - 19th November.  However TalkTalk have yet to send out a notification for the price increases which will be sent in line with her next bill which is 30th November.  So I was wondering if you can postpone the activation until nearer the time?
I only ask for this so she can avoid the ETFs so she can exercise her right to leave penalty free.
