Will Openreach charge £114.99 to switch the line in my new property?

I'm moving house in the next few weeks and when I spoke to Plusnet they advised that I'll either have to pay Openreach £115 to switch the line from BT to Plusnet or they'll begin a new 18 month contract.

Is that charge genuine, or is it just a sneaky way of the agent getting some commission on extending my contract? It seems rather high.

Unfortunately there are costs involved in moving services, these are the cost of the orders to cease service at the old address and activate at the new one. There may also be installation costs involved. We offer the choice to pay these up front or to take out a new contract to help cover the costs over the course of this time period.
