Usage Allowance...Uploads?

Does uploading count towards the usage allowance? If so, in what way?

Uploads do count - all usage is added together.

why dont you look at the View my usage page it is all laid out there  https://portal.plus.net/view_my_broadband_usage/index.php ,or click the link on the bottom left of this page
