Unable to pay bill(keep pending)

I can not pay a bill, first payment was taken straight after the contract, but I received mail this month direct debit failed on October.
I called customer service to pay the bill, paid with Halifax on 24th of October, then payment pending a few days, and finally didn't go through.
After this I used website to pay by lloyds bank on 31st of October, now again pending for 3days.
I have no idea what is going on.
Now it's nearly the time to stop our service.
I don't want to pay through the different bank because payment is still pending.
What should I do?
I do not want to pay penalty fee.
My bank account has enough funds to pay bill.
