Not sure if it is the same issue but I'm having problems accessing bills to try and figure out the price changes.
I'm getting "There has been an issue; please consult your system administrator"
Tried on Chrome and Edge. Was able to open the Jan bill and when I went to select/open the Dec bill got this issue. Was working OK last night...

I just checked and just got a blank page. However when I went into Manage Account and this worked. From this page I clicked onto Billing and it sprang into life. Maybe this will work for you?
