TopCashback refused

Despite ensuring l accessed the Plusnet broadband site correctly through TopCashback and having cleared out cookies, TopCashback are blaming Plusnet for declining casback of £85. They say that they tracked my visit and the rest is out of their hands. This seems to be a regular occurrence. Can Plusnet investigate?
