If Ofcom also decreed that the "infrastructure maintenance charge" had to be spent on maintaining and upgrading your own local exchange and cable, then those stuck on 20CN connections should get a fast upgrade to 21CN or FTTC, and those of us that have paid the extortionate "Market A" premium for years would get new gold telephone cables sheathed in finest silk, and your own personal virgin maiden to answer your telephone.
Well perhaps an exaggeration, but you get the idea !
