Restrictions after payment

Help I've paid a missed bill due to error on my part, finally after trying everything, websites useless, 30+ minute queue on the phone and no plus net chat ever available, but I still have restrictions after the message said all had been lifted and the Internet is back working,do I/what have I got to do now? Thanks
