Price Hike

I read on "ispreview.co.uk" that PN are charging "Value" customers another £1.50 per month if they have their phone package with another provider ?
If this is true, dont they realise some customers like me, cannot take out the combined package because my phone line is contracted with BT until Dec 2013
So, can anyone shed any light on this story ?
