I have recently signed up for unlimited broadband and phone. I also pre- paid 12 months line rental. My broadband is due to go live on 31st July, but the phone will not be transferred for a few weeks. My old telco is charging me for line rental until the line is transferred. Am I correct in assuming that my 12 month line rental will only start when the phone gets transferred ? ( - otherwise I pay line rental twice for the first month !)

Yes the line rental saver contract will be dated from when the phone service is with us.
