If you notice on the bill below you will see that I have made 4 calls to a 0300 number 4 times roughly same time of day, yet been charged for 2 while the other 2 not being charged, why is this?

The calls charged were in the week, calls not charged were at weekend. I presume you're on evenings and weekends?

Keith has it spot on, the ones on the 10th were charged as they were mid-week. The 18th is a weekend and therefore part of your inclusive calls.
