Overcharged on last invoice

My broadband bill has gone up this month dispute me contacting you in early Feb to arrange a new contract, which should have meant it would have decreased. I see i still have a support question open which was raised to put this new contract in place. Have tried for several days to call someone about this, but keep getting a message telling me you can't take my call. Please advise.
