I dont get where the total of 27.11 is.
we have call charge of £5, where if you look at the charge its the calls and only at £1
and it cant be the package price becuase thats already stated in the plan charge and talkanyime.
so by my guess we have been over charged by about £9.87

The calls on your current bill should be for the last period; those shown at the top are what you've spent so far in the present period. Similarly it looks like you accrued an extra £5 for 5GB additional bandwidth last period.

well this is what has been shown for the billing period just about to go out, so its not past its present ie just gone.
and still doesnt explain why its over by quite a few £

Peter is correct with the details has has provided. If you look closer at the dates you have posted, you will see your description of "so its not past its present ie just gone." is not correct.
Bills created and the associated payment for them comprise of three things. Payments in arrears (payments for variable services such as call charges, additional usage), payments in advance (static charges for things like broadband subscription, line rental and call plan, call features) and finally discounts/credits (discounts for any deals supplied, credits for any disputed services or other returned credit).
In your bill, we can see payments as follows
Payments in arrears
5GB Additional Data Transfer charge - period to 23/12/2011 (notice, there is no start date, only an end date)
Call charge - period to 23/12/2011 (notice, there is no start date, only an end date)
Payments in advance
Plusnet Value charge - for the period of 23/12/2011 to 22/01/2012
Talk Anytime charge - for the period of 23/12/2011 to 22/01/2012
Call Plan charge - for the period of 23/12/2011 to 22/01/2012
Discounts
One year free broadband offer
However if you look at the phone details you have posted, it quotes "Billing period: 23/12/2011 to 22/01/2012". This is the current period which does not end until January 22nd.
As the bill you have posted quotes call charges to 23/12/2011, not the current period where the £1 is currently quoted.
It is likely your £1 you have quoted will build up further if you may chargeable calls before 23/01/2012, which will then appears as a payment in arrears on the next bill.

well this is another thing that im not happy about, and thats the confusion of where to go to see the charges for the phone etc as its seperate from the actual bill.
ive gone to where the bill is for the phone which i pressumed is the same date as the bill due to be paid becuase its what plusnet is showing me, if its not then soemthign is wrong becuase there was no other link to press for the detailed bill of the phone.

Go to here https://portal.plus.net/plustalk/index.php?page=wlr_my_account or if that doesn't work go to https://www.plus.net/plustalk/index.php?page=choose_account&?membermenu=phonecalls and click on View
Click on Itemised Bill
Select the period you are interested in then Click on View Details and you will see every call
