No billing for past year or so

I've just started getting billed again after the billing system broke (happened to a lot of people as far as I can tell). I was billed £58.30 at this start of this month and I have a new bill today for £19.49. Is it true that the £58.30 bill is because Plusnet is only charging for the past 3 months of billing (mentioned here) and now I'll be paying what I normally pay from now on? Thanks.
