New item on bill

My bill has a charge of £9.99 for "market 2/3 charge".  What is this?

But I do not have ADSL/fibre!  How do I complain without telephoning?

Are you saying that you have telephone and nothing else?

The chat line was not available earlier, I will try it later.
I have a free broadband deal with some time left on the contract, so it is not phone only in theory.

Hi Keith,
Sorry to see that the discounts were not applied when you re-contracted back in January. I've passed feedback on regarding the person who agreed the new contract with you.
I can see you've also been through via chat and they've arranged for the discounts to be applied and issue the necessary refunds against previous invoices that were not discounted correctly.
