I changed ISP to BT on Jan 13th. My next Plusnet billing day was Feb 7th but nothing was heard from Plusnet. A check on my account showed that I was owed £16.49. I waited 21 days but no refund arrived, so I started phoning Plusnet to find out why. I have now phoned several times - the agent has always been polite and given a plausible explanation for the delay. All agents promised immediate action to resolve the issue but I still have not received the refund due.
The latest email from Plusnet on 25th March said:
"Our Support Team have opened Question 212758574 to track an issue on your account.
Thank you for your call I have refunded you £16.49
I can't check up on the Question - login is refused because "Account Closing". Please help.
Fixed! Go to the fix.

I "fixed" this in error - sorry. Re the email you sent - please note that I cannot view the question because I can't log in to a "closing account".
I've got my fingers crossed. 🙂
