I ordered broadband a month ago why isn't it connected yet

I ordered broadband and phone on the 19th of last month.  The phone line was connected almost immediately, next couple of days.  The router arrived a week later.  When I ring about internet it just responds with an automatic message that your internet isn't up and running yet, wait for a text or email.  +net say 2-3 weeks, we've passed that! Where is the connection who can we speak to to get an answer?
