Failed direct debit, account limitations blocking plus.net

This months direct debit failed and due to the bill not being paid my internet access has been limited. The mind boggling thing though is that the limitations block plus.net meaning I cant access my account to pay my bill. Uhhh? Who's bright idea was it to block access to bill payments when a bill hasn't been paid? And how can I get to my account to pay my bill?

Yes I've got it paid now, had to go to my mums and use her internet. I'm just wondering why is plus.net, the place you go to pay your bill, under the limitations when pretty much nothing else is unless you try and use wifi. And why was everything blocked on my TV but everything but plus.net worked fine on my tablet? Makes no sense to me.
