Essentials Usage Allocation Used Email when Its To Late

is it possible to have a warning email sent before usage is fully used,rather then when it actually is. The then speed appears to be severely restricted and the only way to read the usage email is to load the basic screen in gmail.
what then appears to happen is that speed is also restricted overnight also when that shouldn't  be affected by usage levels.

You should have received an email once you hit the 80% of the allowance followed up with one once you exceed it.
If you exceed the allowance and don't pay extra then it is restricted 24 hours per day
