Downgrade from Fibre Optic & change account owner?

I have a question, and I've called CS and I've been given two different answers. So I wanted to clarify what was right.
Cut a long story short, I am moving out of my parents house, and moving to an area where Plus.net don't have Fibre Optic. So, I am taking out a new BBand package with a different cable provider who does.
My parents have no interest in Fibre Optic speeds/usage, and they just wan't a basic package.
So, here is what I intend to do.
- Change my plus.net account to my Mum's name. Update DD details etc.
- Downgrade from Plus.net Fibre to Plus.net Value
- I am still contracted on Plus.net Fibre until April 2013.
So the two things I have been told are:
Yes - we can do that, just need my Mum with me on the phone to confirm the details, and she can take over the account. It can easily be downgraded, and the "contract" will still exist until April 2013, but at the reduced price of £6.49, with no cancellation charges.
and
Yes - same as above, but there will be a charge of £25.
Can anyone confirm which one it would be?

Hi,
Neither are correct.
You will have to pay for the Fibre cancellation charge as we are contracted with your line to Fibre for 18 months.
I'm sorry the information you were given was incorrect.
