Contract Renewal Reduction of speed Guarantee

I currently am in the process of renewing my broadband connection for another 18 months, I am receiving a good speed on my speed tests - close to the clean speeds, however, as soon as I renew my contract my Speed Guarantee goes from 31.1Mbps to 27.3. Nothing has changed my end, why should this be reduced by 10% is my service receiving a higher contention? I'm not happy with the fact that if my line does become impacted, then the point at which it is taken seriously is significantly lower. I've attached a couple of files for clarity

The data provided for Minimum Guaranteed Speeds, is directly from our suppliers. Over time the MGS may change due to a couple of factors such as, the quality of the line deteriorating or the number of connections from the cabinet increasing.
