Charges - what for?

Just looking at a account for a relative. these are the line items on their bill:
Call Charge £2.36
PlusNet Essentials (contracted) market 2/3 charge £5.99
Caller Display £0.99
CallPlan Charge £6.00
Talk Any Time Charge £16.99
I think I understand all the charges except:
What is he Call Plan Charge £6.00 for?

Goes beyond stupid in my opinion, it's been confusing/misleading for as long as I can remember.  Imagine if a supermarket put all the correct prices on your receipt against the wrong item descriptions, imagine the complaints that would generate, yet Plusnet continue despite this being brought up again and again.
