Afternoon, i have read horror stories on this in the past, is it something that can be done fairly routinely now.

PN say it cant be done, but I had a problem two years ago with mucked up billing dates an they eventually moved part of it, not the main one though

Surely if Plusnet cant/wont change it, i should be able to cancel the one i have and then have them set up a new one on the date i want?
Would welcome a response from a member of the +net team if poss?

Unfortunately we're not able to change billing dates I'm afraid. I suppose you could create a new account and move everything over, though that would mean having a new username and it would be a fair amount of hassle - it's your call though.
